The City of East St. Louis 50/50 Rehab Program offers conditional grants to help eligible homeowners cover 50% of home repair costs. Key highlights include:
• Eligibility: Homeowners must own and reside in East St. Louis, be current on property taxes, have lived in their home for at least three years, and have matching funds.
• Ineligible Projects: The program does not cover the removal of hazardous materials, detached structures, or landscaping.
• Funding: Grants range from $2,500 to $25,000, with a requirement that homeowners remain in the property for at least five years.
• Application: Applications are available at City Hall or online, with a submission deadline of November 14, 2024.

Program Year 2022 Moderate Housing Rehabilitation Program
The St. Clair County Intergovernmental Grants Department will be accepting pre-applications from resident homeowners to participate in the St. Clair County Community Development Block Grant Moderate Housing Rehabilitation Program.
To provide non-profit agencies in the City of East Saint Louis who are independent entities with economic relief due to losses that occurred as a direct result of the Pandemic.
A Tax Increment Financing (TIF) district uses property and/or sales tax revenues in a designated redevelopment area to enable private development to occur.
Under the direction of Marcus Johnson, the City's Demolition Dept. has had the daunting task of managing the demolition and removal of condemned and blighted houses and buildings throughout the city.
The Business Retention and Attraction Program is designed to be a flexible, custom-designed financing program to assist East St. Louis business property owners with expanding their operations in East St. Louis, as well as select businesses wishing to establish operations in Claremont.
