NOTICE TO BIDDERS

NOTICE IS HEREBY GIVEN that City

of East St. Louis (“The City”) is soliciting proposals for the Rehabilitation of

Sanitary Sewer on Elm Street in the

City of East St. Louis as more fully set

out in the Scope of Work section of

this Request for Proposals {“RFP”).

RFPs must be received in the Office of

the City Clerk, Debra Hamilton Tidwell,

301 River Park Drive, East St. Louis,

IL. 62201 no later than 10:00 A.M.

on Thursday, February 16, 2023. The

envelope shall be clearly marked 23-

001 Elm Street Sanitary Sewer

Rehabilitation.

RFPs received past the deadline will


not be considered. The city will evalu-

ate RFPs and make a selection based


on the firm’s technical ability, experi-

ence, and ability to perform the work.


The City will not provide compensation

or defray any costs incurred by any

firm related to the response to this

request. The City reserves the right to

negotiate with any and all persons or

firms. The City also reserves the right

to reject any or all RFPs, or to accept

any deemed most advantageous to

the City, or to waive any irregularities

or informalities in the RFPs received,

and to revise the process schedule as

circumstances arise.


Proposals will be opened and tabu-

lated on February 16, 2023, at 10:00


A.M. in the Council Chambers at City

Hall on the second floor.

SCOPE OF WORK


SANITARY SEWERW - The pro-

posed improvement includes the re-

moval and replacement of 281 LF of 8’


clay tile with 8” PVC sewer rated pipe


at this location. The sewer replace-

ment shall be quoted at 6 feet deep.


There are six service laterals to tie

back into the new pipe.

The contractor shall strictly follow all


rock compaction standards to pre-

vent future pavement base faulting.


The contractor shall provide bypass


pumping and dewatering as neces-

sary.


By making a proposal on the Project,

the Bidder represents that the Bidder

has examined the Scope of Work. Any

questions about the meaning or intent


of the specifications must be submit-

ted six days prior to the submission
